ABSTRACT

Empowerment without strengthening organizational capability will hardly enable the urban local self-governments in efficient performance of functions required to be discharged by them. Empowerment, therefore, needs to be accompanied by appropriate strategy for strengthening their organizational capacity. Capacity is that emergent contribution of attributes that enable a human system to create development value. A capacity development/building strategy, therefore, will need to develop competence of the employees as also the abilities of an organization to perform and achieve organizational goals. A refurbished and enabling regulatory framework for municipal governments and urban institutions, systems and procedures would need to be put in place at the state level for creating a conducive environment for the urban local self-governments for their capacity development. Absence of municipal-specific and old Recruitment Rules are not amenable to recruitment according to actual needs of the urban local self-governments in specific areas of governance.
