ABSTRACT

The New York City Metropolitan Region covers a land area of more than 12,700 square kilometers, and includes a population of 18 million people and a resident labor force of 9 million people. But, as table 11.1 shows, this region is composed from areas of three states, New York, New Jersey and Connecticut. This creates fractions in governance making both planning for and implementation of strategic regional infrastructure investments quite difficult. At the heart of the 12,700 sq. km. region is the Manhattan CBD, or the Core. The Core will refer to the Area of the Borough of Manhattan south of 59th Street. The “Extended Core” will refer to this area plus Western Queens and portions of nearby Northern New Jersey (See Figure 11.1).
