ABSTRACT

The needs leading to the establishment of the Danish for Adults project were by no means exclusively educational. In connection with the provision of a system of continuing education, the Minister felt there was a potential danger of aggravating educational inequality, if the recipients were to be those who had already received the lion’s share of educational opportunities. A proposal was submitted to the Minister in June 1976 which included recommendations concerning the target population, geographical extent, core content, organisation and evaluation of the project. The target group for Danish for Adults comprised adults with a limited educational background who have not previously taken part in adult education, and those who have been prevented from following existing courses in Danish due to the inflexible nature of such provisions. The overall framework of the Danish for Adults project was altered several times during the planning of the project.
