Matters of finance, stock control, work schedules for technical staff and production schedules for programmes, relationships with and among the staff, their safety and possibly union affairs, will all be their concern. Staffing provision in the latter situation will be totally inadequate, so there will be a large increase in staffing costs if a comprehensive service is to be provided. A move to implement resource-based learning is likely to involve all the resources of an institution — staff, material resources and finance. Specifically for reprographics, a manager will be needed who is conversant with printing and other reprographics techniques and the operation of all reprographics machinery. The finance department could be presented with an analysed statement of expenditure quarterly, and annual estimates could be prepared from the total expenditure recorded for all sections served. A service unit may be responsible to any combination of clients from the administration, the academic departments, other service departments and, possibly, external agencies.
