ABSTRACT
The drafting of a last chapter is always a difficult task especially in the context of the subject dealt with. But there is an extra difficulty due to a number of slightly unknown factors at the moment we write. The first concerns the third generation of the Structural Funds. Proposals were put forward, key decisions were taken, and a new Regulation will come into force on 1 January 2000.
