ABSTRACT

This chapter considers firm level technical efficiency while taking account of the size of the organisation and the implications this has for productivity levels, particularly following the break up and distribution of state-owned enterprises. A large part of the reform programme has concentrated on privatisation programmes of various kinds and the move from state to private sector control and ownership of enterprises. A great deal of effort by transition governments has been directed towards finding the best method of achieving this transfer of control, along with the order of the reforms and the priorities with respect to industrial sectors and groups, all of which are discussed in Chapter 2. In addition to the general privatisation programmes there is the issue of restitution, or the returning of property and land to those holding a historic claim to it. This is primarily of concern in agriculture, while the other two sectors in this study are less open to such proprietorial rights.
