ABSTRACT
SMEs and startups support is one of the most important themes of European Union. Among basic strategic documents belong European Chart for SMEs from 2000, Law of SMEs from 2008 (Small Business Act) and its actualization in 2011, Strategy Europe 2020 and Action Plan for business 2020.
