ABSTRACT

By mid-1915, Venustiano Carranza and his forces had defeated Pancho Villa in the north and the Zapatistas in Morelos. While in 1915 Carranza had allied himself with some sectors of organized labor, late the following year he put down a general strike in Mexico City. By September 1916, Carranza had called into session a Constitutional Convention, meeting in Querétaro, where delegates drew up the Constitution of Mexico. Constitution Day, honored as a national holiday on February 5, commemorates both the Constitution of 1857 and that of 1917. Legal capacity to acquire ownership of lands and waters of the Nation shall be governed by the following provisions. Only Mexicans, by birth or naturalization, and Mexican companies have the right to acquire ownership of lands, waters, and their appurtenances, or to obtain concessions for the exploitation of mines or of waters.
