ABSTRACT

The survey asked a series of questions concerning the history, structure, and administration of existing pay-for-performance systems. Given the popularity of pay-for-performance during the 1980s, it was not surprising to find that most of the systems described by our respondents had been in place for five to ten years. Another predictable trait was their focus on individual performance and awards; gainsharing or group approaches were quite rare (see Table 2). All in all, the pay-for-performance systems used by the local governments covered in this survey focused on the individual employee.
