The first half of the 1940s continued the policies of President Roosevelt although there were some specific new developments. In essence, the idea of personnel management being a positive management force and providing assistance to operating departments rather than only negative policing forces took hold. Characterizing the development of much of personnel up to this time, Sayre referred to it as a triumph of technique over purpose.(63)

Rules and procedures were streamlined during this period and greater flexibility in recruitment developed. In particular, a junior management exam was created to recruit college educated generalists into the public service.
