A new period in American history started on September 11, 2001, when the United States was attacked from within its own borders. That event, referred to as ‘‘9/11,’’ thrust homeland security to the top of the national agenda. America is experiencing a transformation as a result. Homeland security is a reality, challenge, and necessity. Soon, a decade will have passed since 9/11. Even then, the nation will still be in the initial stage of a long endeavor. America will be concerned with homeland security affairs for many years to come. As expected, homeland security is an emerging discipline of study and practice. The early years are characterized as being dynamic and full of change. This chapter provides an overview of the emerging discipline of homeland security and focuses on its components, challenges, and areas for public administration and public management research.
