Procurement planning involves determining whether to procure or produce in-house, deciding how to procure, identifying what and how much to procure, and determining when to procure. If any goods or services are to be acquired from outside the project team, the specifications should be laid out in detail,
initial cost estimate, and budget impact. The outcome of this component is the procurement management plan.
