ABSTRACT

Morestin’s ‘Framework for Analyzing Public Policies’ was used to assess Newham’s first five-year borough-wide licensing scheme taking account of policy context, justifications and supporting data. The framework uses a structured analysis approach developed from a public health perspective under the axis of effects and implementation across the six dimensions of effectiveness, unintended effects, equity, cost, feasibility and acceptability. The policy is not contained within a single document but made possible through legal provisions, the council’s overarching core plan to improve housing, an Equality Impact Assessment (EQIA) submitted to Newham’s cabinet in May 2012 and a follow-up report submitted in June 2012.
