ABSTRACT
As China’s economy has created the miracle of development and increased 1.38 billion Chinese people’s average income level to be 16 times higher, China’s reform and opening-up has also attracted worldwide attention. Many foreign observers and researchers have noted that China’s gradual economic reform took several steps, which started without an overall blueprint, in the way of solving urgent problems at that time and taking the pursuit of direct effect as the starting point. An important milestone is the Third Plenary Session of the Thirteenth Conference of the Communist Party of China convened in the winter of 1978, which established the basic route of taking economic construction as the center of China’s reform and opening-up and launched this largest reform with the most far-reaching influence in human history. Reform is transformation of an existing economic system, involving all aspects of system structure. Also, there necessarily exist internal logics between each local reform.
