ABSTRACT

The principle of economic efficiency requires that water service rates be designated on the basis of the calculation of the opportunity cost of the goods and services involved. In competitive markets, the opportunity cost is equal to the short-term equilibrium price of these goods and services, as a result of free supply and demand. The surveys were structured to determine, among other parameters, the availability of the respondents to increase the payment in the monthly bills for maintenance and conservation of the micro-tributary basins of El Carmen and San Simon. The media campaign of the current political opposition also weighed heavily, which continuously provoked a change in the image of the shift managers and their collaborators and in the services provided by the institution as a whole.
