ABSTRACT

In the summer of 2019, the Supreme Court ruled that partisan gerrymandering presented an issue they could not adjudicate. Instead, they suggested that any reforms to combat this practice would have to be decided by state legislatures and courts. With the upcoming census and subsequent reapportionment and redistricting process, it is therefore important to understand how states vary in their redistricting practices and the consequences of that variation. I begin with a discussion of the rules governing redistricting before outlining some myths and realities regarding the effects of redistricting. I conclude with a discussion of recent developments as well as thoughts on what to expect in the decade to come.
