ABSTRACT

This chapter attempts to remedy the neglect of cultural dimensions in academic writings as well as in the fora devoted to scrutinizing or enhancing Euro-African relationships. Indeed, the focus has been mainly on security and economic matters. It also contends that cultural community confinement, as observed in both Africa (recurring community clashes) and in Europe (rise of right-wing parties and Islamophobia), will increase mutual resentment and distrust between large segments of their populations. In the meantime, elites in Europe and Africa (market-oriented forces) will be more integrated thanks to economic joint ventures, selective migration, and share of the positive values of globalization.
