ABSTRACT
The American justice system is mainly a state matter. State justice systems employ hundreds of thousands of police officers, attorneys, investigators, judges and correctional officers. In many states, justice is well organized but in others, police and especially prosecutorial misconduct are widespread. The states make little effort to police themselves and citizens must count upon sporadic federal intervention.
