ABSTRACT

This chapter aims to explore three main questions. First, what is a Performance Management System? The five key components are explained. Second, how is the Performance Management System developed and used? Therefore, the steps of the performance management cycle are outlined and described. While this includes the usual goals and objectives, this chapter focuses on the importance of the measures and targets. The third question asks, who contributes to the process? The critical importance of leadership and staff engagement in designing and using the system is emphasized. The conclusion provides a nine-point checklist. When an agency can say yes to all nine questions, then they know they have the key components of a performance management system.
