ABSTRACT

This chapter focuses on the jurisdiction of the Committee and on the different phases of the reporting procedure, including State obligations on periodic reports. It looks at the procedures and requirements related to the preparation and submission of periodic reports by States Parties. The chapter considers the forms of evaluation of State reports, including the different sources and criteria developed by the Committee on Economic, Social and Cultural Rights over time. It examines the role and participation of nongovernmental organisations and of national human rights institutions in the Committee’s consideration of States Parties’ reports. The chapter also considers UN specialised agencies’ role in the work of the Committee. It evaluates some considerations on the possible relevance of the newly established individual complaint mechanism in the context of the supervisory mechanism foreseen by the 2008 Optional Protocol International Covenant on Economic, Social and Cultural Rights.
