Sitting in the governor’s office in 2002, Gray Davis could be satisfied with his record of accomplishment. Perhaps the seeds of the recall movement were sown in 1999, shortly after Gray Davis and Cruz Bustamante assumed their respective offices of governor and lieutenant governor. Davis’s actions also laid the groundwork for an absence of loyalty in the years to come—loyalty that could have come in handy as the recall movement picked up steam. Similar confusion occurred with the administration of Gray Davis. Take the issue of Indian casinos. Gray Davis was lukewarm to the 1998 ballot initiative that legalized Indian gambling in California, and he has had testy relations with key Indian gaming interests ever since. Davis disappointed key constituencies and supporters, from labor to Latinos and environmentalists, while granting tax breaks for corporations and raising money from business for his reelection campaign.
