The loss control manager or fire chief should analyze each department for its hazards and the probable forms an emergency would take. From this, an estimate can be made on the protection needs and the personnel needed in the emergency organization. Planning for the efficient handling of an emergency starts by providing some specific functions. The emergency organization, also known as a private emergency organization or fire brigade, should have personnel for each operating shift assigned to specific duties. The fire chief, also known as chief of plant protection, should have proven leadership qualities and be able to inspire coworkers to accept and perform their duties in the emergency organization. The plumber is responsible for closing off lines such as steam, water, flammable gas, and flammable liquid piping that may interfere with emergency operations. The personnel selected for the emergency organization should be trained in operating protective equipment, reporting emergencies, responding to fires, fire attack procedures, and operating suppression equipment.
