ABSTRACT

In October 1986 the Asbestos Hazard Emergency Response Act was signed into law. Included in this Act are provisions directing the Environmental Protection Agency to establish rules and regulations addressing asbestos-containing materials in schools. The Asbestos Hazard Emergency Response Act suggests certain education prerequisites for Building Inspectors and Management Planners. The hazard assessment is conducted by combining the level of potential disturbance with the current condition of the Asbestos-Containing Materials (ACM) to indicate overall hazard potential. The operations and maintenance program must provide for surveillance of ACM at least every six months. The Building Inspector is the person responsible for determining whether ACM is present in a building and assessing physical characteristics of the ACM and of the building. The Management Planner then uses this information to estimate the degree of current or potential hazard posed by the ACM, and to develop a plan for managing the ACM.
