ABSTRACT

This chapter shows how low-cost, high-performance options may be applied to the development of budget managers in their work-place. In the market situation, the budget manager must be competent in order to be competitive and to win contracts. This is a fact whether the manager is operating in a monopoly, controlled market conditions or in the open market. Work-place or in-house development involves the commitment and participation of local management and effective initiatives are found to be best conducted in multi-disciplinary forums. Contract management is an intimate organisational activity which commands the discretion of the collective approach. The clarity and focus with which business is conducted will provide a constant occupation for senior managers. In balancing competing demands for resources, the developmental model tends to foster, and perhaps exploit, self-motivating elements so that initiative management is viewed as supportive rather than active.
