ABSTRACT

Although the author treats principally of Matters as related to America, yet they have some Connection with a Treatise lately published, intituled, The Fatal Consequences of the Want of System in the Conduct of Publick Affairs. The Strength and Vigour of the Government depend wholly upon the proper Exercise of the Regal Power, which again depends not only upon the due Administration of Justice, but also in a great Measure upon a strict Adherence to the antient Rules or System of the Publick Boards. So that in this Respect the System of the Publick Boards is to be considered as one of the first Principles of the Constitution, upon which the Unity of Action, or the uniform Prosecution of Business, wholly depends. The Strength and Vigour of Queen Elizabeth’s Reign principally consisted in maintaining an uniform Course of Proceeding in the publick Offices, and in preserving the Officers of a lower Class from a servile Dependence on their Superiors.
