ABSTRACT
The Palestinian leadership was of the opinion that the pro-Zionist policy of the British Government and the proposed draft of the Mandate could still be changed by appeal to the British Government and public opinion and by bringing to their attention the true facts about Palestine. The main matter which occupied the Fourth Congress, after it was decided to work towards the realization of national aims in legal ways only, was the selection of a delegation which would depart for Britain to work towards changing the pro-Zionist policy of the British Government. The Cabinet concluded that the honour of the British Government was tied to the Balfour Declaration; a retreat from its pledges would involve a loss of prestige for Britain in the eyes of Jews all over the world.
