ABSTRACT

This chapter explains the alternative methods of obtaining quotations from contractors and describes the key principles of administering a fair tender process. Managed according to a pre-determined programme, the tendering process is intended to ensure confidentiality and fairness; to avoid collusion and/or corruption or any suggestion thereof; and obtain the best quality/price balance. The starting point in any tendering process is approving a list of contractors to be invited to bid for the work. The instructions to tenderers, contained within the invitation to tender, explain to the contractors how the formal process will be handled and managed. Tenders should be opened as soon as possible after the time for receipt specified in the invitation to tender. Negotiation with contractors after tenders have been submitted and evaluated can be fraught with difficulty. The process of pre-tender evaluation begins by informing contractors of likely projects for which they may wish to bid.
