ABSTRACT

This chapter examines the site conditions detailed in the Problem Assessment Report and evaluates various remedial alternatives. It is important to clearly state the objectives of the remedial system with regards to the restoration of the site. Traditionally, the ultimate goal of a groundwater remediation system is to clean up contaminated groundwater to background levels or to a set of very low criteria set by the regulatory agencies, such as maximum contaminant levels. These were levels that were established in the interest of protecting human health and the environment, and have consequently resulted in profuse financial expenditures across the country. A strategy called Risk-Based Corrective Action (RBCA) for petroleum release sites was introduced in response to needs expressed by both industry and regulatory agencies. The two main goals of RBCA are to achieve practical and cost-effective cleanup of contaminants and to protect human health and the environment.
