ABSTRACT

This chapter describes the research, concepts, approaches, and integration of state environmental programs to expedite environmental action. It provides a relatively brief summary of how a select number of states have been able to fast-track environmental programs and pursue opportunities to act proactively and reduce costs. A vast amount of environmental work at toxic waste sites is conducted at the state and local levels under numerous environmental programs. Such programs are relevant because many state programs are successful in accelerating investigation and cleanup of contaminated sites, and offer ideas and approaches for other states and programs to follow. Overall, most state environmental programs encourage, or are open to, consideration of voluntary cleanup actions as an option to quickly implement actions that protect human health and the environment. More infrequently, however, states will also consider innovative technologies or approaches when approving voluntary actions.
