ABSTRACT

As the Occupational Safety and Health Administration (OSHA) addresses some transportation issues, the Department of Transportation addresses matters that affect employee safety in 49 Code of Federal Regulations (CFR) 399. The intent of this regulation, as stated in 399.201, is to “enhance the safety of motor carrier employees.” The three key areas of focus are Step requirements, Handhold requirements and Deck requirements. The purpose of this regulation is to provide for the safety of drivers while entering, exiting, or standing on a tractor. Both feet and one hand should be planted or both hands and one foot. The primary step in establishing protective measures for drivers is to perform a job hazard analysis. Each driver should be adequately protected against the hazards associated with his or her job. Following a proper job hazard analysis, appropriate protective measures should be established.
