ABSTRACT
The future course of social control of urban space inevitably requires speculation, euphemistically called making informed guesses. My purpose here is to explore those legal policies and institutions which threaten to interfere with the rational development of metropolitan land uses. Concomitantly, the aim is to highlight those policies which foster desired development, as well as to consider the legal and institutional arrangement—including the creation of new techniques—that can best attain community ends.
