Thefiscalproblemsofourmetropolitaneconomieshaveinrecentyears becomeoneofthemajorissuesindomesticpolicy.Localpoliticalscandals, inefficientprovisionofservices,andaninequitabledistributionofboth servicesandtaxesareallfacetsofthisfiscalcrisis.Courtsandlegislatures atboththestateandfederallevelhaverecentlyrespondedtothesefailings, thecommonremedybeinggrants-in-aid.
