ABSTRACT
The previous chapter discussed the history of the youth justice system from its origins with clear foundations in a criminal justice/ punishment model of intervention to the apparent high point of the welfare treatment model epitomised by the Children and Young Persons Act 1969. That transition between justice and welfarism was never straightforward and a significant tension continues to the present day in the contemporary youth justice system between these apparently polar opposites.
