ABSTRACT

This and the two succeeding chapters discuss separately the problems and opportunities which technologic advance has brought to the administration of planning, development, and operation of facilities for water use. The purpose is to analyze the relation which has prevailed between technology and administration, rather than to comment upon the conduct or policy of public and private agencies which have held important responsibilities in administering past water development and use in the United States. An insight into the process at work is sought, not a critical review of professional and political activities relating to past water development. 1
