ABSTRACT

It is evident that both the opportunities and the problems presented by technologic change in the past have met less than full response in American administrative organization for water development. A long list of problems and opportunities introduced by technology may be considered to be episodically rather than methodically treated in present-day United States organization (chapter 21). These range from precise observation of the effects of use upon supply through realization of the scale economies, to the desirability of multiple resource management. Most significantly, the administrative means are missing for weighing and making use in a co-ordinated manner of the many technical approaches to matching demand and supply in the most efficient manner.
