ABSTRACT

Techniques and technical events have a specific meaning for administrative organization if an efficient matching of supply and demand is sought. Some are of limited interest and automatic application, some may be ignored (at least for a time), and others are profoundly disturbing whether they are reflected in administrative organizational adjustments or not. Furthermore, different types of administrative interest or involvement are found in several technical events. Some give rise to problems of public monitoring and regulation, others to problems of territorial jurisdiction and co-ordination, some to the public organization of research effort, others are clearly the province of privately administered business, and so on.
