ABSTRACT

Countries bordering the Mediterranean are rarely investigated as territories or populations constituting a distinct region with structural interconnections. In this particular region, the problem can be put into stark relief by the scale of impoverishment, for example, in Morocco, Albania, Egypt, Palestine and Lebanon. Progress in reaching the Millennium Development Goals has been slow, and, according to a number of authorities, the prospects of achieving substantial success by 2015 are virtually non-existent (Robinson 2003; Brown and Wolfensohn 2004; Vandemoortele 2005).
