ABSTRACT

Sensible and humane provisions for the handling of both offenders and victims depend on the public being made aware of the variety and complexity of the problems involved in unlawful sexual behaviour. We have tried to point out the need to avoid reflexive responses of revulsion born of ignorance, to distinguish between behaviour that is a nuisance and behaviour that is truly harmful, to discriminate between remedial inadequacies and wilful violation of the rights of others, to take more account of the needs of victims, and to develop and evaluate improved methods of management and treatment of offenders.
