ABSTRACT

Nowhere has the change in public management been more far-reaching, comprehensive and coherent than in the part of the public sector made up of so-called trading departments (Thynne, 1994). Public enterprises have all been transformed, both internally in their organisation structure, and externally, i.e. in the market setting that they are placed in. The traditional public enterprise is no longer in existence. It has been transformed into a public joint-stock company, which constitutes an organisational form that may also be used outside of the so-called business sector.
