ABSTRACT
The problem of rationality has always been a core concern in public management. The analysis of public management is both descriptive – what goes on? – and normative – how can practice be changed? Since public management involves the handling of huge resources – physical, human, financial and social, the question of efficiency crops up, time and again. If efficiency may be improved upon, then how can public organisations be steered towards that goal in a rational manner?
