ABSTRACT
Public sector reform has broken up the image of a monolithic public sector, run in accordance with bureaucracy. Instead, various kinds of organisations are active at different levels of government. Contracting out has invited many private organisations to deliver public services. And incorporation has made many public organisations look more private. Finally, third sector organisations have shown great interest in bidding for public contracts. How is this multiplicity of agents to be monitored and held accountable?
