ABSTRACT

Financially speaking, a large part of state management is about handling the social security system, its charges, contributions or taxes on the one hand and its payments or outlays on the other hand. The basic questions surrounding any social security system belong to the standard topics in public finance theory, a sub-discipline within public economics. Here I will only deal with the management issues and bypass the micro-or macro-economics topics that are at the core of the construction of any social security system.
