ABSTRACT
Law enters all forms of state management, both public administration and New Public Management. In formal organisation, questions are bound to arise about the division of competences, the responsibility of key officials and the accountability of agencies towards their clients. In New Public Management, the levelling of the playing field will be a major concern among service providers looking for contracts to be allocated in various competitive schemes.
