ABSTRACT

Risk is everywhere and always has been. Although industrial risks, environmental risks and health risks seem new, they have been around since the origin of humankind. Human beings have always tried to be safe; that is, to maximize their safety, or at least the feeling of safety. Therefore, the aim has always been to minimize risks and manage them where possible. Safety and risk are like conjoined twins; they cannot be separated. Safety is related to the absence of risk, but risk does not have to be absent for a situation to be called safe. The risks of modern technological society can be managed by using the means society has developed.
