ABSTRACT

So far we have dealt with the question of how criminality varies with the variation of the non-national population. It is now time to tackle directly the question of non-nationals involved in problems of criminal justice. Let us begin by analysing the data on the prison population in Western Europe. These data are the most complete of all those relating to the phenomenon of the criminality of nationals and non-nationals. Given the great differences in the resident population in the various countries taken into examination here, the absolute values of the prison population in the various countries are themselves of little signifi cance: it is no surprise that countries with a large resident population (such as Germany or France) also present a large prison population.
