ABSTRACT

The Key Elements of Effective Practice documents (known as KEEPs) are part of the Youth Justice Board’s (YJB’s) effective practice strategy designed to reflect the principles of evidencebased policy and practice. Effective practice is described by the YJB as a term referring to those programmes, processes and ways of working that have the highest level of validation from research and evaluation. The KEEPs are seen as central to developing a ‘culture of evaluation’ in youth justice services.
