ABSTRACT

Oregon is known for its forests, mountains, location between Seattle and San Francisco on the Pacific coast of North America, and land-use planning (Leonard, 1983; Knaap and Nelson, 1992; Abbott, Howe, and Adler, 1994; Ozawa, 2004). Oregon was one of the first states to establish a state-wide land-use planning program, requiring local jurisdictions to engage in comprehensive planning in order to meet state-wide planning goals through the implementation of those plans.
