ABSTRACT

This chapter starts from the conclusion in Chapter 2 that an approach that is only based on regulation of urban land use may fail to effectively foster the vitality of open spaces. This is not only because regulatory approaches have concentrated primarily on taming the city (which is hard as it is), but probably also because we understand little of open space internal dynamics. This chapter presents a systemic model that sheds light on the various economic factors that determine the vitality of open spaces.
