The Clean Development Mechanism (CDM) is one of the three flexibility mechanisms defined by the Kyoto Protocol.1 The CDM is a project-based “baseline and credit” emissions trading mechanism between Annex I Parties (developed countries with emission targets) and non-Annex I Parties (developing countries with no emission targets).
