ABSTRACT

THE FURTHER AND HIGHER EDUCATION ACT (1992) paved the way for the incorporation of colleges of further education. They became separate legal entities, free from the control of local councils and responsible for their own decisions on such matters as finance, personnel and estates management. Along with this new-found freedom came new responsibilities including the need to devise an annual strategic plan, maintain a balanced budget and recruit and retain students to target.
